REQUEST FOR QUALIFICATIONS

FOR A MASTER WEBSITE FIRM

FOR THE PROMOTION OF THE

SANTA MARIA PUBLIC AIRPORT DISTRICT

 

 

The Santa Maria Public Airport District wishes to engage the services of a Webmaster to create a website for the promotion of the Santa Maria Airport.  The successful firm/individual will also be required to make connections with, or create, webpages/sites for various businesses on the Airport. Emphasis will be on ease of use and cohesion connecting outside tenant websites sites/pages.  A proposal qualifying your firm's interest in this project is hereby solicited.  The proposal should include:

 

1.      Your firm’s qualifications and current relevant experience.

2.      A proposed design to the Website.

·        The new site must be oriented to, and cater to, the needs of our customers.

·        Providing user oriented menus and navigational aids, will make it much easier, and more intuitive, for clients to find the information they are searching for.

·        The new site must have a similar look and feel throughout, with a singular theme and consistent navigational aids.

·        The new site must be interactive to allow Airport users to voice opinions on current events and potential problems.

3.      Names and telephone numbers of individuals the District may wish to contact to discuss your firm's qualifications.

4.      Sample web pages you may have contributed to or created.

5.      Recommendations for website hosting

6.      Any other relevant information.

 

The District will evaluate all pertinent information and select the firm with which it will work from those firms submitting statements prior to the deadline.  The District reserves the right to contact you for more information, including a detailed interview, in order to evaluate your qualifications to perform the work or to resolve questions which may arise during the evaluation process.  The District will select the best-qualified consultant by employing the criteria listed below (not listed in priority order) to evaluate the merits of each response:

 

  • The new site must be oriented to, and cater to, the needs of our customers.
  • Providing user oriented menus and navigational aids, will make it much easier, and more intuitive, for clients to find the information they are searching for.
  • The new site must have a similar look and feel throughout, with a singular theme and consistent navigational aids.

·        Knowledge, understanding and experience of Website maintenance and updating.

·        Ability to understand and use HTML.

·        Knowledge of Flash animation

·        Reputation for personal and professional integrity and competence.

·        Innovation, originality and creativity.

·        Accessible during normal business hours (8:00 a.m. to 5:00 p.m.).

·        Ability to meet deadlines.

·        Experience working with government agencies and private business owners.

·        Familiarity with and proximity to the geographic location of the project.

·        Any other factors the District deems are relevant.

·        Reasonable response time for technical assistance.

·        Experience in the implementation of new marketing concepts.

·        Ability to interact efficiently and effectively with the District's marketing professionals.

 

The firm selected by the District will be contacted for the purpose of entering into negotiations with the District for a possible written agreement.  The proposal selected and the District’s Request For Qualifications (RFQ) requirements will be the basis for negotiations.  There can be no assurance that such negotiations will result in a finalized agreement.  The District and the proposer will not be obligated in any way unless and until a written agreement is entered into and executed by the parties. Please note that this RFQ is for a statement of interest and qualification.  A detailed cost proposal is not being requested.  Final costs will be determined through negotiations with the firm selected.

 

If negotiations with the proposer first selected are not successful, negotiations may be initiated with the proposer given second preference.  This procedure may be continued with the other proposers in sequence of ranking selected by the District until a mutually satisfactory agreement has been negotiated.  The District reserves the right to reject any or all proposals and assumes no obligation in the solicitation of this statement of interest and qualifications.

Three copies of the statement of interest and qualifications should be submitted to the Santa Maria Public Airport District, 3217 Terminal Drive, Santa Maria, California 93455 no later than 3:00 p.m. on April 30th, 2008.
